Houthi Targeting of Civilian Vehicles Carrying Displaced Families in Taiz Governorate

The Irada Organization against Torture and Enforced Disappearance strongly condemns, in the strongest possible terms, the targeting by the Houthi militia, on Monday, September 7, 2026, of civilian vehicles in the Al-Ghail area, north of Al-Wazi’iyah District in Taiz Governorate, with a ballistic missile, while they were transporting and evacuating displaced families from areas of escalation imposed by the Houthi militia, in a serious attack targeting civilians who were seeking to flee areas of danger and reach safer places.
According to field information received by the Irada Organization against Torture and Enforced Disappearance, the targeting occurred while the civilian vehicles carrying displaced families were moving as part of an evacuation operation aimed at rescuing civilians and transporting them away from areas of escalation and military operations. This resulted in a number of citizens being injured and exposed the displaced families, including women and children, to grave danger.
The Irada Organization against Torture and Enforced Disappearance considers the targeting of civilian vehicles while they were evacuating displaced persons to be an extremely serious incident, particularly since the attacker knew the civilian nature of the vehicles and the persons aboard them, and since the reason for their displacement from their homes was the serious Houthi violations and blatant aggression perpetrated by the Houthi militia since September 3 of this year.
Civilians fleeing areas of fighting in search of safety cannot be turned into military targets, just as forced displacement resulting from escalation in no way justifies targeting families while they are attempting to survive and reach safer areas.
The Irada Organization against Torture and Enforced Disappearance warns that deliberately targeting evacuation routes or vehicles transporting civilians away from areas of danger would deprive the population of one of their most basic rights, namely fleeing areas of conflict, and would place displaced families before two deadly choices: remaining in areas of escalation or risking their lives while attempting to flee.
The Irada Organization against Torture and Enforced Disappearance affirms that women, children, and civilians in general enjoy protection under the rules of international humanitarian law, and that the Houthi militia is obligated under all circumstances to distinguish between civilians and civilian objects on the one hand and military targets on the other.
The Irada Organization against Torture and Enforced Disappearance also stresses that any deliberate targeting of civilians or civilian vehicles, or any attack that fails to observe the principles of distinction, proportionality, and necessary precautions, must be subject to investigation and accountability, and that those responsible should not escape punishment.
The Irada Organization against Torture and Enforced Disappearance calls for an independent, impartial, and urgent investigation into the targeting incident, in order to uncover its circumstances, determine the source of the missile and the party that launched it, verify the nature of the target that was struck, and identify those responsible for ordering and carrying out the attack.
The Irada Organization against Torture and Enforced Disappearance also calls for the disclosure of the number of injured persons and their health conditions, ensuring that all victims receive the necessary medical care, providing protection for survivors and displaced families, and professionally and independently documenting the testimonies of the injured and witnesses.
The Irada Organization against Torture and Enforced Disappearance calls upon the United Nations, the Office of the High Commissioner for Human Rights, and relevant international bodies to document this incident as part of the violations suffered by civilians in Taiz Governorate, and to work to ensure that those responsible for targeting civilians do not escape accountability.
The Irada Organization against Torture and Enforced Disappearance holds the Houthi militia responsible for any violations established by investigations, and affirms that the use of military force against vehicles carrying displaced civilians, if it is proven to have been deliberate or to have failed to observe the rules for the protection of civilians, constitutes a grave violation that cannot be justified by any military or political pretext.
Targeting those fleeing death is an assault on the human right to survive, and turning evacuation vehicles into military targets compounds the suffering of civilians and threatens the lives of displaced families who have been left with no choice but to search for a safe place.
The Irada Organization against Torture and Enforced Disappearance affirms that the protection of civilians is neither an option nor a privilege granted by the parties to the conflict, but rather a legal and humanitarian obligation that cannot be evaded, and that the blood of civilians, including women and children, must not be a field for settling scores or achieving military gains.
The Irada Organization against Torture and Enforced Disappearance calls for an immediate halt to any targeting of civilians, evacuation vehicles, and displacement routes, ensuring safe corridors for civilians fleeing areas of escalation, and holding accountable everyone proven to have been involved in targeting them.
Fleeing war must not be a cause of death.Displaced persons’ vehicles must not be turned into targets for missiles.
The protection of civilians is a responsibility that does not become subject to a statute of limitations and cannot be waived under any pretext.
